Sylveon is on of the many evolved forms of Eevee.  She is a fairy type Pokemon.  Sylveon was first introduced in the Kalos region, (For more information about regions visit the page called The regions of Pokemon.  I don't know much about Sylveon's trainers but I would think Virgil would one day catch a Sylveon.
